Can I restore the dump of a PostgreSQL 9.3 database into a PG 12.5 or Postgres-XL 10 instance?

I’ve got a fairly old TAR dump of a PostgreSQL 9.3 database I’d like to re-awake. After several system upgrades, I’ve now got version 12.5 of the PostgreSQL server. In the medium future, I’d like to migrate to a database cluster based on Postgres-XL 10.

How here’s my question: Is it possible to restore the dump safely? And: Are there any pitfalls I have to look out for?
