debian – Download a util-linux package in specific version to my machine

I would like to install neo4j on Debian 8.
Running command sudo apt-get install neo4j=1:4.2.7
leads to

The following packages have unmet dependencies:
 neo4j : Depends: openjdk-11-jre-headless but it is not going to be installed or
                  java11-runtime-headless
         Depends: cypher-shell (>= 1.2) but it is not going to be installed

so I tried sudo apt-get install openjdk-11-jre-headless
but this leads to

I tried sudo apt install util-linux=2.26.2-4

I don’t have any idea how to make 2.26.2-4 appear on my machine. I’d appreciate any help, I am a newbie.
