Media Player – If you shoot a video at 60 frames per second, how can you play the video at 24 frames per second?

I saw a friend shooting videos at 60 frames per second and then playing the videos at 24 frames per second. The reproduction of 60 frames per second at 24 frames per second was quite impressive and impressive (dramatic, almost slow-motion effect)!

He did all this on an expensive DLSR device.

My question is:

If you shoot a video at 60 frames per second, how can you play the video at 24 frames per second?

I tried to edit the video on my Pixel 2, but there was nothing to change the fps. Maybe I will try the VLC player.
