Powershell alias for opening a file on the hard disk

I often store useful information in a file called scraps.md on my Windows 10 computer. However, if the file is not open, it is difficult to navigate to the folder containing the file in the powershell and then open it.

Can I make a command, we say OpenScraps that opens scraps.md in the Emacs editor?

In Bash, I would have made an alias aka openscraps = "emacs /scraps.md "
