ubuntu – Logrotate does not spin the logs

I have an Ubuntu 14 server and am currently trying to turn my nginx log files every hour. However, since I have changed the logrotate configuration, the logs are not rotated.

New logrotate config.

Also, I copied this configuration file to cron.hourly and restarted the cron service, which does not help.

If I violently perform the logrotates logrotate -df /etc/logrotate.d/nginx I get that downstairs.
