Unable to access wp-admin after installing SSL – user features were not set

I've tried every single fix on stackexchange and other websites and nothing has solved the problem.

I checked if wp_ is in front of all my tables.
I've updated http: // on https: // anywhere in the database.
I tried the FORCE_SSL_ADMIN thing with / without $ _SERVER[‘HTTPS’]= & # 39; a & # 39;
etc.
etc.

I currently have this in my wp-config.php. I tried to place it at the top and everywhere in between:

define (& # 39; FORCE_SSL_ADMIN & # 39 ;, true);
if ($ _SERVER['HTTP_X_FORWARDED_PROTO'] == "https")
$ _SERVER['HTTPS']= & # 39; a & # 39 ;;

I'm currently in my success over the WordPress stuff (I've also tried putting it down):

Rewrite Engine On
RewriteCond% {HTTP_HOST}! ^ Www . [NC]
RewriteRule ^ (. *) Https: //www.% {SERVER_NAME}% {REQUEST_URI} [L,R=301]
RewriteCond% {HTTPS} is disabled
RewriteRule ^ (. *) Https: //% {SERVER_NAME}% {REQUEST_URI} [L,R=301]

I know the problem is that for some reason, user functions are not set with https. I just do not know why or how to fix it.

For example, all these functions are set with http but not https:
[switch_themes] => 1
[edit_themes] => 1
[activate_plugins] => 1
[edit_plugins] => 1
[edit_users] => 1
[edit_files] => 1
etc.

I get: "Sorry, you are not allowed to access this page." no matter what I tried.

I'm about to throw in the towel and just offer to pay somebody because I've spent three days with it, but I thought I'd ask first.

Any help would be appreciated!
