Is not there a concept of privileged ports in newer versions of Windows? I was able to bind to any privileged port of an unmanaged user. Is that normal?
Below are the steps I followed:
- Logged in as non-administrator in Windows Server 2016.
- Installed Python
- Start the server via port 80
- Another user on the same system could do this

I got the impression that administrator privileges are needed to connect to privileged ports. Any comments?
