Windows 10 created a Windows 8 recovery USB?

Several years ago, I bought a Dell XPS laptop with Windows 8. I upgraded to Windows 10 when it was a free upgrade.

Recently, I created a recovery USB, then I changed the hard drive, and then I recovered Windows from the recovery USB.

Now I have Windows 8 again (which I absolutely hate)!

Why didn’t Windows 10 create a Windows 10 recovery USB? Do I now have to purchase Windows 10 if I want to get it back?
